To apply for funding you must be an SCFD eligible organization. For eligibility requirements and application please click here.
Tier III funding is obtained by completing a grant application referred
to as the Tier III Application. Please check the website regularly for updates. For questions contact nancy@scfd.org or donna@scfd.org.
Organizations may apply in their county of residence and counties where
they provide programming. Read the county grant guidelines
before deciding where to apply.

Tier III County Grant Guidelines
The
county grant guidelines will provide direction on how to apply in
each county. The guidelines are updated every year, so it is critical that you review them before filling out
an application even if you have applied in the county in the last grant

2010 grants must be submitted to the SCFD electronically on any county deadline date, in addition to the county receiving requisite number of hard copies (see last page of application) for the appropriate county. ALL ATTACHMENTS must be submitted to SCFD in PDF or JPG formats. You can turn your files into PDF for Free by going to http://www.cutepdf.com/Products/CutePDF/writer.asp.

County grant application workshops:
Applicants meet county cultural council members and SCFD staff, learn
about eligibility, application procedures and reporting requirements. Applicants are
strongly encouraged to attend.
Grant applicant interviews:
After the application deadline, county cultural council members set interview
dates and meet with each grant applicant. This is an opportunity for the
applicant to further explain their grant application. These interviews
are open to the public. It is recommended that you attend an interview
session before your own interview to prepare.Counties
may not interview all applicants. Applicant organizations are responsible for knowing their interview time and date. Contact county staff directly for this information.
Funding plans:
Each county drafts a funding plan that details the name of the organization,
the title of the grant request, amount requested and amount awarded.
Tier III grant distribution:
The SCFD office processes checks to grant recipients based on the funding
plans. Each county hosts a check ceremony to distribute checks.
Final reports:
Funds provided for distribution by the SCFD are public funds. Therefore reporting must be completed to assure accountability of the funds received. A Final Grant Report for all SCFD funds received during the2010 grant season is due Wednesday, February 15, 2012.
Please also be aware that Tier III organizations which received SCFD funds between October 2009 and September 2010 must account for those funds on a FGR due Tuesday, February 15, 2011. Organizations with any outstanding FGRs not submitted by this deadline will not be allowed to apply for SCFD Tier III funding during the 2011 grant cycle.
New IRS Filing Requirements for Small Organizations:
Organizations with gross receipts (revenues) below $25,000 have not previously been required to file IRS Form 990. These organizations are now required to electronically submit Form 990-N, also known as the e-Postcard. The first e-Postcards are due in 2008 for tax years ending on or after December 31, 2007. Organizations seeking updated IRS letters affirming their 501c3 status that there are only two ways to do this:
- Call 1-877-829-5500 (toll free) and have their employer Identification Number (EIN) ready an request that they be mailed an updated affirmation letter (be prepared to wait on hold for up to half an hour)
- Fax (1-513-263-4330, NOT toll free) a letter to the IRS requesting and updated 501c3 affirmation letter. Request must include the name of the organization, the EIN and the address to which the letter should be mailed.
There is no link or electronic way to submit this request.
